To me, this saying is about having the wisdom and foresight to selflessly create something good that others will benefit from -- even if you don't expect a short-term benefit, or to even be around for the payoff. It's also about trust and letting-go. After you kick-of something on that timeline, you've gotta let others tend for it.
It's the antithesis to modern politics, especially the neocon flavour.
