I'd bet cash money they were cutting as many short term corners as they could manage in the last few months before they left. After all, they won't have to pay for the damage shoddy maintenance causes. It also takes a while for the new guys to flush out all the shit that's accumulated. Give it a few months and hopefully things will improve.
